subjective. It is based on the number of offers, especially who those offers are from, reports from the field and discussions with coaches and others. As many have seen, if Alabama offers versus Missouri for example therefore that recruit is assigned a higher value. Why is that you say all things equal? Two reasons Alabama has a more rabid fan base that buys their subscriptions and they cater to that and two, the consensus among the staff writers is their valuation of Alabama coaches is higher than other coaches staff and they feel they are better at talent evaluations relative to everyone else, therefore higher assigned values.
While there seems much discussion about stars or lack there of assigned to players, the discussion should be (in my humble opinion) more about recruiting methodology and filling teams needs of the various schools.
Last and more important, the purpose of recruiting. Are teams in the conference recruiting players to compete at the highest levels? To compete and win the conference or (gasp) winning just enough games to keep the fan base engaged and supportive? In other words the mediocre is okay model.
