defense of the states. There was no central "nation" to speak of when the founders drafted and ratified the Constitution.
Second of all, the congressional powers that you've listed all start with this preface "The Congress shall have the power to...". It does not say "The Congress shall provide the following...". The enumerated powers are not mandated by the Constitution, just allowed.
