Most second-round picks never even make a roster.

I wouldn't touch him in the first round, but as a second rounder, he makes a lot of sense.
If his rehab goes well, you got yourself a bonus first round pick.
If his rehab doesn't go well or he keeps reinjuring himself, you wasted a pick that had a high likelihood of being nothing anyway.
And the beauty of a second round pick (from the teams' perspective) is that they aren't guaranteed. They can basically structure those contracts how they want. They can give him a "guaranteed" first-year salary (because of course they're not going to draft an injured player then cut him; they know he'll be out a year) then have subsequent years being at the team's discretion. So it's not like they'd necessarily be locked into anything long-term, either.
Teams often literally sell second round picks for cash. They're not valued at all.
