It does appear that the DOJ will stifle the release of information to Congressional Committees. The next steps, if they are to occur, will be a subpoena from Congress for the DOJ to release an unredacted version of the report. If that doesnt move Barr, Congress may seek court authorization (of which there are mixed/conflicting rulings). If that doesnt work, Congress may seek testimony from Mueller and Grand Jury witnesses themselves.
Under the assumption that there is damning information in the report, it would be in Trump's best interest to draw this out as long as possible in the (futile) hopes that people stop caring. I think that will backfire, however, as the Grand Jury witnesses may be called upon at the discretion of a Democratic House, and their timing may end up being deliberate. And its possible that these testimonies will be made public.
Under the assumption that Trump is exonerated (far less likely, IMO) by the report, Trump should be pushing to release the full report to Congress as quickly as possible.
