they will react by grabbing the arm. I don't see how you don't grab it.
the hook and hold **** needs to be done away with. a foul is a foul and leave it at that.
If this is all about extra steps for player safety then we need to outlaw jumping. Too many players fall the ground too hard and it would be easily avoided if they couldn't jump.
