There are exceptions, but they usually contradict environmental policy because leaving land in its natural state is better than using it for **** purposes. IMO, that doesn’t mean the disposition of land is bad. It just means there’s a stated environmental reason to keep it because you need to explain the disposition of environmental land.
This seems like one of those cases.
It’s not a crisis just because the government owns it and justifies the reason for its ownership using environmental legislation.
