Basically, if you wanted to retire during your 60th year, they gave you permission to do it midyear of your reasonable retirement age year.

Pension and retirement calculations use the midyear of age as the basis for almost everything.

Full disclosure, I was a retirement actuary for the first 3 years out of college, so I did these calcs.

Additional disclosure, this is why I changed fields to something more interesting.
