lower by 2020 then it is now, then that might push them to at least not increase spending for the next year or two, if not start cutting.
So, if it happens, it is a step in the right direction.
I'll believe it when I see it, because the GOP is just as bad as the Dems about deficits. They hardly even bother to give lip service about it anymore
