Resources are part of that but I would also say that those schools are also near abundant talent and places with great high school football. There are some exceptions such as Oregon (but they are near Cali and have used their big bucks to attract that talent). And they haven’t won a national championship either. Neither has Wisconsin.

I would say that the football belt is the place to be and there are 3 clusters that make up that belt:

1) Michigan, Ohio & Pennsylvania
2) California
3) Texas, Louisiana, Mississippi, Alabama, Georgia, Carolinas, Florida (maybe add VA)

I think if you look at where recruits come from it will be dominated by these areas. It explains to me why the schools from these areas usually dominate. Money may separate to extent but combine money with nearby football talent and you would be hard pressed to not be good.
