could stay longer, meaning the underclassmen who otherwise would have seen the field during their freshman / soph years didn't get the playing time, so didn't get the exposure that they'd need in order to get into the draft. that's the theory anyway. but for every 5th or 6th year senior we see, there's a sophomore who isn't getting playing time. that's not the only cause of the reduced number of underclassmen declaring, but it's probably a factor.
i think for the most part those guys have cycled through and we're probably back to "normal" now.
